Toa Payoh West will be developed into another hub for the town, with new homes, a shopping mall, parks and community facilities centred on Caldecott MRT Station.
More than 6,000 homes, mainly public housing, will be built in the area over the next 10 years. These include Toa Payoh Hillside, which will be launched in next month’s Build-To-Order (BTO) sales exercise.
In a statement on Saturday (31 October), the Housing and Development Board (HDB) said Toa Payoh was one of Singapore’s earliest HDB towns. Over the years, renewal programmes have added homes, commercial amenities and recreational facilities, giving residents better amenities in familiar surroundings.
The Toa Payoh Integrated Development is expected to be completed in 2030. Toa Payoh West will continue the town’s renewal and be the focus of its next phase of development.
HDB said the development of Toa Payoh West will work with the hilly terrain to create a “hillside garden” neighbourhood with buildings of varying heights. A central green valley will connect homes, Caldecott MRT Station and the new shopping mall. A 15-metre-wide, tree-lined community corridor will also connect the station with Lorong 1 Toa Payoh.
A mixed-use development near Caldecott MRT Station will bring together homes, Toa Payoh’s first shopping mall and community spaces, with a plaza linking it to a 1.2-hectare park. The authorities are also studying the provision of schools in the area to meet demand as new families move in.
Minister for National Development Chee Hong Tat opened the Toa Payoh West master plan exhibition at HDB Hub on Saturday. He is an MP for Bishan-Toa Payoh Group Representation Constituency and oversees the Toa Payoh West-Thomson division.
Chee said many Toa Payoh residents had lived there for years and built strong community ties. Young couples want to stay in Toa Payoh to start families, parents want to live near their children so they can look after one another, and older residents want to age in familiar surroundings. Town renewal must take a holistic view of these needs, including housing, transport, amenities and community interaction.
“We will continue to rejuvenate our towns, ensuring that their design and facilities keep pace with the times and continue to meet the needs of residents of different ages and at different stages of life.”
Toa Payoh West’s first BTO project to be next to Caldecott MRT Station
In the November sales exercise, HDB will launch Toa Payoh Hillside, the first BTO project under the Toa Payoh West master plan, which is next to Caldecott MRT Station.
The project will comprise five residential blocks ranging from 31 to 43 storeys, offering about 1,600 flats. These include 590 two-room Flexi flats, 580 four-room flats and about 230 public rental flats.
The project will also have 260 Community Care Apartments, up from the 240 previously announced. The apartments will be directly connected to an Active Ageing Centre, a Residents’ Network Centre and a neighbourhood pavilion. A sheltered walkway will also be built to connect them to Caldecott MRT Station.
From the November sales exercise, the minimum age to apply for Community Care Apartments will be lowered from 65 to 55, allowing more people to plan their housing and care arrangements earlier.
The Toa Payoh West master plan exhibition is being held at the first-floor gallery of HDB Hub. After it ends on 2 November, some exhibits will remain on display until the middle of next year.
